摘要:食品安全管理體係認證工作在我國發展迅速,食品安全政府管理部門、食(shi)品(pin)企(qi)業(ye)已(yi)經(jing)認(ren)識(shi)到(dao)實(shi)施(shi)食(shi)品(pin)安(an)全(quan)管(guan)理(li)體(ti)係(xi)是(shi)保(bao)證(zheng)食(shi)品(pin)安(an)全(quan)質(zhi)量(liang)的(de)有(you)效(xiao)手(shou)段(duan)之(zhi)一(yi)。幾(ji)年(nian)來(lai),越(yue)來(lai)越(yue)多(duo)的(de)食(shi)品(pin)企(qi)業(ye)開(kai)始(shi)導(dao)入(ru)食(shi)品(pin)安(an)全(quan)管(guan)理(li)體(ti)係(xi)(HACCP),效果明顯,但是,也存在著不少的問題。本文分析了食品安全管理體係在推行和實施過程中所存在的問題,並提出了可行性的建議。

HACCP誕生於上個世紀的六十年代初期,經過幾十年的發展和實踐,HACCP理論日漸成熟,應用領域也從最初的航空食品和水產品擴展到了各種食品的種植、養殖、生產加工及銷售過程。目前,HACCP被認為是控製食品安全危害的有效手段之一,得到了各國政府食品安全監管部門和食品加工企業的高度重視。我國自上個世紀90年代導入HACCP體係以來,在相關政府機構、企業和認證機構等的共同推動下,發展迅速,越來越多的食品加工企業開始在質量管理控製方麵引入HACCP體係。不可否認,盡管我國的食品企業很早就開始接觸HACCP體係,但是過去多為一些出口食品企業,引入HACCP體係的目的隻是為了滿足進口國官方的強製要求,而實際上HACCP體係在我國的真正發展和普及是近幾年才剛剛開始的,由於時間較短,在推行和實施過程中,還存在著一些需要改進的問題。
一、存在的問題
(一)企業對實施食品安全管理體係認識不足

(二)對食品安全管理體係理解不到位
食(shi)品(pin)安(an)全(quan)管(guan)理(li)體(ti)係(xi)的(de)根(gen)本(ben)目(mu)的(de)是(shi)控(kong)製(zhi)食(shi)品(pin)安(an)全(quan)危(wei)害(hai),最(zui)重(zhong)要(yao)的(de)就(jiu)是(shi)要(yao)把(ba)自(zi)原(yuan)料(liao)至(zhi)終(zhong)產(chan)品(pin)的(de)加(jia)工(gong)過(guo)程(cheng)中(zhong)可(ke)能(neng)存(cun)在(zai)的(de)各(ge)種(zhong)潛(qian)在(zai)食(shi)品(pin)安(an)全(quan)危(wei)害(hai)分(fen)析(xi)出(chu)來(lai),這(zhe)是(shi)建(jian)立(li)食(shi)品(pin)安(an)全(quan)管(guan)理(li)體(ti)係(xi)的(de)核(he)心(xin)部(bu)分(fen)。隻(zhi)有(you)危(wei)害(hai)分(fen)析(xi)全(quan)麵(mian)、科學、充分,才能製定出合理的控製措施,食品安全危害也才能得到控製。許多食品企業對食品安全管理體係理解不透徹,單純以為按照HACCPyuanlijianliwenjianhuadechengxujiukeyile,ermeiyouzaiweihaifenxifangmianrenzhenxiagongfu,wangwangdaozhiweihaifenxibuquanmian,youdeweihaishenzhihuiduichanpinzhiliangzaochenghenyanzhongdeyingxiang,danshiyinweimeiyoufenxichulaiermeiyoucaiquyufangkongzhicuoshi,zuizhongdaozhichanpinchuxianshipinanquanzhiliangshigu。
(三)缺乏對食品安全管理體係的有效策劃
許(xu)多(duo)工(gong)廠(chang)在(zai)導(dao)入(ru)食(shi)品(pin)安(an)全(quan)管(guan)理(li)體(ti)係(xi)初(chu)期(qi),由(you)於(yu)缺(que)乏(fa)體(ti)係(xi)策(ce)劃(hua)的(de)經(jing)驗(yan),對(dui)建(jian)立(li)文(wen)件(jian)化(hua)的(de)管(guan)理(li)體(ti)係(xi)更(geng)是(shi)一(yi)竅(qiao)不(bu)通(tong),此(ci)時(shi)往(wang)往(wang)借(jie)鑒(jian)其(qi)他(ta)工(gong)廠(chang)的(de)食(shi)品(pin)安(an)全(quan)質(zhi)量(liang)管(guan)理(li)體(ti)係(xi)文(wen)件(jian),許(xu)多(duo)谘(zi)詢(xun)機(ji)構(gou)也(ye)向(xiang)谘(zi)詢(xun)對(dui)象(xiang)提(ti)供(gong)一(yi)些(xie)體(ti)係(xi)建(jian)立(li)的(de)文(wen)件(jian)化(hua)模(mo)板(ban),“拄著拐杖走路”,這種方法是可行的,學習他人的經驗對自己企業來說也是一種學習、吸收和提高的過程。單從借鑒本身來講,本沒有錯,可問題在於許多企業在借鑒他人經驗的過程中,不是學習、消化、吸(xi)收(shou),而(er)是(shi)照(zhao)搬(ban)照(zhao)抄(chao),缺(que)乏(fa)對(dui)他(ta)人(ren)文(wen)件(jian)的(de)係(xi)統(tong)性(xing)分(fen)析(xi),缺(que)乏(fa)將(jiang)他(ta)人(ren)文(wen)件(jian)與(yu)自(zi)身(shen)實(shi)際(ji)情(qing)況(kuang)的(de)有(you)機(ji)結(jie)合(he),甚(shen)至(zhi)本(ben)身(shen)不(bu)存(cun)在(zai)的(de)食(shi)品(pin)安(an)全(quan)危(wei)害(hai)他(ta)們(men)都(dou)照(zhao)搬(ban)了(le)過(guo)來(lai),而(er)本(ben)身(shen)存(cun)在(zai)的(de)潛(qian)在(zai)食(shi)品(pin)安(an)全(quan)危(wei)害(hai),反(fan)而(er)沒(mei)有(you)認(ren)識(shi)到(dao)。如(ru)有(you)的(de)蔬(shu)菜(cai)加(jia)工(gong)企(qi)業(ye),由(you)於(yu)所(suo)有(you)的(de)生(sheng)產(chan)原(yuan)料(liao)都(dou)是(shi)直(zhi)接(jie)從(cong)各(ge)個(ge)農(nong)戶(hu)收(shou)購(gou),在(zai)所(suo)收(shou)購(gou)的(de)農(nong)藥(yao)中(zhong)就(jiu)存(cun)在(zai)著(zhe)劇(ju)毒(du)農(nong)藥(yao)殘(can)留(liu)超(chao)標(biao)的(de)風(feng)險(xian),此(ci)時(shi)分(fen)析(xi)出(chu)劇(ju)毒(du)農(nong)藥(yao)殘(can)留(liu)的(de)危(wei)害(hai)是(shi)很(hen)正(zheng)常(chang)的(de)。可(ke)有(you)的(de)企(qi)業(ye),加(jia)工(gong)所(suo)用(yong)的(de)原(yuan)料(liao)都(dou)來(lai)自(zi)於(yu)自(zi)屬(shu)的(de)種(zhong)植(zhi)基(ji)地(di),不(bu)使(shi)用(yong)劇(ju)毒(du)農(nong)藥(yao),即(ji)使(shi)使(shi)用(yong)的(de)農(nong)藥(yao)也(ye)都(dou)在(zai)限(xian)量(liang)之(zhi)內(nei),管(guan)理(li)規(gui)範(fan),而(er)且(qie)基(ji)地(di)還(hai)通(tong)過(guo)了(le)相(xiang)關(guan)機(ji)構(gou)認(ren)可(ke),在(zai)此(ci)情(qing)況(kuang)下(xia)就(jiu)不(bu)存(cun)在(zai)劇(ju)毒(du)農(nong)藥(yao)殘(can)留(liu)超(chao)標(biao)的(de)危(wei)害(hai),可(ke)在(zai)公(gong)司(si)的(de)食(shi)品(pin)安(an)全(quan)危(wei)害(hai)分(fen)析(xi)中(zhong)仍(reng)然(ran)可(ke)以(yi)看(kan)到(dao)“劇毒農藥殘留”的(de)危(wei)害(hai)分(fen)析(xi)結(jie)果(guo),同(tong)樣(yang)也(ye)采(cai)取(qu)了(le)相(xiang)應(ying)的(de)管(guan)理(li)控(kong)製(zhi)措(cuo)施(shi),而(er)且(qie)所(suo)采(cai)取(qu)的(de)措(cuo)施(shi)與(yu)種(zhong)植(zhi)基(ji)地(di)管(guan)理(li)又(you)不(bu)相(xiang)適(shi)應(ying),自(zi)相(xiang)矛(mao)盾(dun),這(zhe)就(jiu)是(shi)照(zhao)搬(ban)照(zhao)抄(chao)的(de)結(jie)果(guo)。
食品安全危害具有特異性,絕大多數的食品安全危害與所加工的產品種類沒有直接的關係,而與加工場所、原料來源、加工工藝、員工衛生、shebeizhuangkuangdengfangmianyouzhijiedeguanxi。butongdegongchangjishishengchantongyichanpin,qianzaideshipinanquanweihaiyebukenengshiwanquanxiangtongde。tongyigongchangneilianggebutongdechejianjishishengchantongyipinzhongdechanpin,yehuiyinrenyuan、車間硬件、生產設備等方麵的不同而決定了各自的潛在食品安全危害也可能是不相同的。
(四)企業缺乏食品安全管理方麵的專業人員

(五)內部審核活動流於形式

(六)認證機構自身存在的問題
1、降低認證標準

2、食品安全管理體係審核員專業知識能力欠缺
食shi品pin安an全quan管guan理li體ti係xi的de核he心xin部bu分fen是shi危wei害hai分fen析xi,這zhe個ge不bu僅jin僅jin是shi企qi業ye自zi身shen的de事shi情qing。做zuo為wei食shi品pin安an全quan管guan理li體ti係xi審shen核he員yuan,在zai認ren真zhen了le解jie工gong廠chang各ge方fang麵mian實shi際ji情qing況kuang的de基ji礎chu之zhi上shang,針zhen對dui生sheng產chan活huo動dong,要yao能neng做zuo出chu自zi己ji的de危wei害hai分fen析xi,在zai與yu企qi業yeHACCP小組溝通的基礎上來判斷企業做出的危害分析是否正確、kexue,fouze,shenhezhiliangjiuwufabaozheng。muqian,xuduoshipinanquanguanlitixishenheyuan,youyuquefazhashidezhuanyejishuzhishi,wangwangbunengzuochuzhengquedeweihaifenxi,yejiuwufayanzhengqiyedeweihaifenxishifoukexue。

3、食品安全管理體係審核員缺乏生產實踐經驗
muqianzaicongshishipinanquanguanlitixishenhederenyuandangzhong,youxuduorenmeiyoushipinshengchangongzuojingli,youdeshilaizikeyanjigou,youdelaizijiancejigou,haiyoudeshiconggejizhengfujigouzhongfenlichulaiderenyuan,zhexieshenheyuandaduodouquefashipinjiagong、生sheng產chan的de實shi踐jian經jing驗yan。在zai審shen核he過guo程cheng中zhong,他ta們men一yi味wei追zhui求qiu審shen核he的de便bian利li和he形xing式shi化hua,而er忽hu略lve了le生sheng產chan企qi業ye的de實shi際ji情qing況kuang。有you的de審shen核he員yuan在zai實shi施shi危wei害hai分fen析xi時shi不bu考kao慮lv企qi業ye的de實shi際ji情qing況kuang,往wang往wang把ba在zai其qi他ta企qi業ye所suo看kan到dao的de“某種危害”強加到另外的同類企業。有的審核員不考慮企業已經編製並在實施的其他質量管理體係文件(如ISO9001),而(er)硬(ying)性(xing)要(yao)求(qiu)企(qi)業(ye)單(dan)獨(du)製(zhi)定(ding)食(shi)品(pin)安(an)全(quan)管(guan)理(li)體(ti)係(xi)文(wen)件(jian),導(dao)致(zhi)一(yi)個(ge)企(qi)業(ye)有(you)多(duo)套(tao)體(ti)係(xi)文(wen)件(jian)並(bing)存(cun),明(ming)目(mu)繁(fan)多(duo),而(er)且(qie)多(duo)套(tao)文(wen)件(jian)在(zai)許(xu)多(duo)方(fang)麵(mian)還(hai)有(you)矛(mao)盾(dun)之(zhi)處(chu),令(ling)企(qi)業(ye)人(ren)員(yuan)無(wu)所(suo)適(shi)從(cong)。這(zhe)些(xie)審(shen)核(he)人(ren)員(yuan),不(bu)清(qing)楚(chu)各(ge)種(zhong)管(guan)理(li)體(ti)係(xi)的(de)相(xiang)通(tong)性(xing),而(er)是(shi)從(cong)自(zi)身(shen)審(shen)核(he)的(de)需(xu)要(yao)誤(wu)導(dao)企(qi)業(ye),殊(shu)不(bu)知(zhi)企(qi)業(ye)建(jian)立(li)食(shi)品(pin)體(ti)係(xi)的(de)目(mu)的(de),不(bu)是(shi)為(wei)了(le)認(ren)證(zheng)審(shen)核(he)的(de)需(xu)要(yao),而(er)是(shi)為(wei)了(le)控(kong)製(zhi)企(qi)業(ye)自(zi)身(shen)的(de)食(shi)品(pin)安(an)全(quan)危(wei)害(hai)。企(qi)業(ye)的(de)質(zhi)量(liang)管(guan)理(li)體(ti)係(xi)文(wen)件(jian),不(bu)是(shi)單(dan)純(chun)為(wei)審(shen)核(he)員(yuan)編(bian)製(zhi),而(er)是(shi)為(wei)了(le)管(guan)理(li)企(qi)業(ye)自(zi)身(shen)的(de)各(ge)種(zhong)生(sheng)產(chan)實(shi)踐(jian)活(huo)動(dong),質(zhi)量(liang)管(guan)理(li)體(ti)係(xi)文(wen)件(jian)沒(mei)有(you)固(gu)定(ding)的(de)編(bian)寫(xie)模(mo)式(shi)。
二、建議
(一)食品企業的管理者應提高食品安全意識
近幾年來,食品安全引起了全社會的普遍關注。2009年6月1日開始是實施的《食品安全法》明ming確que規gui定ding,食shi品pin生sheng產chan企qi業ye是shi食shi品pin安an全quan質zhi量liang的de第di一yi責ze任ren人ren。做zuo為wei食shi品pin企qi業ye的de管guan理li者zhe,應ying不bu斷duan提ti高gao食shi品pin安an全quan意yi識shi,引yin進jin高gao素su質zhi人ren才cai,加jia強qiang員yuan工gong培pei訓xun,認ren真zhen實shi施shi食shi品pin安an全quan管guan理li體ti係xi,有you效xiao控kong製zhi各ge種zhong食shi品pin安an全quan危wei害hai,確que保bao食shi品pin的de安an全quan衛wei生sheng質zhi量liang,履lv行xing法fa律lv義yi務wu和he社she會hui責ze任ren。
(二)規範認證市場
